FHI360 Senior Technical Advisor for Capacity Building, Agriculture in Jackson, Mississippi
Alive & Thrive (A&T) is an initiative dedicated to reducing death, illness, and malnutrition caused by sub-optimal infant and young child feeding. During its first phase (2008-2014) the initiative aimed to increase rates of exclusive breastfeeding and improve complementary feeding practices in three countries – namely Ethiopia, Bangladesh and Viet Nam. As part of its current phase (2015-2020) the initiative is translating lessons to other countries and regions including South East Asia, India and Burkina Faso. is funded by the Bill & Melinda Gates Foundation (BMGF) and the governments of Canada and Ireland. The initiative is managed by FHI 360.
A&T has recently been awarded a grant from the Bill and Melinda Gates Foundation (BMGF) to strengthen the institutional and human capacities required to achieve the Government of Ethiopia’s ambitions for nutrition as articulated in their National Nutrition Program (NNP 2) and their National Nutrition-Sensitive Agriculture Strategy (NNSAS). Under this grant, A&T plans to use “systems thinking” to build on the food systems landscape in Ethiopia and strengthen policy, research and the capacity of the agriculture and livestock sectors to incorporate nutrition-sensitive actions into agriculture and livestock programs.
Job Summary / Responsibilities
The Senior Technical Advisor, Capacity Building, Agriculture will be responsible for providing strategic support to the Alive & Thrive’s portfolio under the grant from the BMGF. This will include strengthening nutrition-sensitive agriculture (NSA) capacity at the national and regional levels entails four areas of investment: 1) NSA institutional development and capacity building; 2) advocacy and analytical support for nutrition-sensitive agriculture policies; 3) implementation and innovation in nutrition-sensitive programs; and 4) learning activities focused on increasing access to diverse and safe foods team in Ethiopia and the Ministry of Agriculture and Livestock. S/he will also provide technical support in the area of promotion, production and consumption of animal source foods among others nutrition sensitive agriculture interventions mandated as per the responsibility of the ministry in the National Nutrition Program II.
The position is based in the US.
In collaboration with the A&T/Ethiopia team,
Will be responsible for designing and executing the overall nutrition-sensitive agriculture strategy for the grant and support the Project Director to track the achievement of project results for agriculture under the BMGF grant.
Develop strategic alliances with national ministries and technical working groups on agriculture and international partners, donors, foundations working to advance NSA in Ethiopia
Support the MOA&LR in mainstreaming nutrition into existing policies and support the various directorates of these ministries in the assessment, review, and updating of relevant, strategies and guidelines
Provide technical support to the National Nutrition Coordination and Technical Committee members of the ministry in mainstreaming nutrition sensitive interventions within the sector.
Support and guide the work of the Senior Technical Advisor Agriculture based in Addis Ababa
Support capacity development activities of the nutrition case team in the MOA&LR to operationalize the national nutrition-sensitive agriculture strategy and to plan nutrition sensitive interventions
Support capacity development activities in the regional agriculture bureaus to integrate nutrition in their objectives and programs and with the promotion, of nutrient rich and diverse foods through the extension system to improve the nutrition status of the community.
Support research and build in country learning around strengthening food systems for healthier diets of women and children in Ethiopia
Build capacity for multi-sectoral coordination within the agriculture sectors and with signatories of NNP II and other development partners.
Participate in potential partners selection process for the project’s IR on the area of NSA.
Develops the SOW for the PDU implementation guideline development and participate in the selection process of a firm or consultant for the guideline development.
Works closely with the program director and the senior technical advisor, Agriculture to identify a partner in the agriculture sector for the project’s NSA system strengthening.
Support the development of metrics for nutrition-sensitive agriculture and provide technical support for the integration of appropriate monitoring, evaluation and learning systems at all levels of ministry of agriculture
Program Management and Monitoring
In collaboration with the A&T/Ethiopia team,
Manage the implementation of selected partner programs including appraisal, monitoring (including field visits) and lesson learning and review of annual narrative and financial reports.
Maintain strong results focus with partners and provide regular technical input into, and support for, the implementation of work-plans.
Produce quarterly and annual reports on the achievements of the work with agriculture and livestock sector
Technical support, knowledge integration and learning
In collaboration with the A&T/Ethiopia team,
Monitor and report on public policy environment that impacts on agriculture and livestock with a focus on nutrition including key discussions, reports and policy papers and contribute to mainstreaming nutrition with the sectors.
Ensure public policies and frameworks in agriculture mainstream nutrition and are gender sensitive.
Promote and contribute to improved sector coordination.
Build strong and effective working relationships with Government of Ethiopia, civil society, and other Development Partners working in the agriculture and related sectors.
Manage and coordinate implementation learning related to nutrition-sensitive agriculture
Master’s degree in Livelihoods, Agriculture science or related discipline relevant to the requirements of this post
Highly prefer 10 years relevant technical and managerial experience working in the field of agriculture and/or livelihoods, preferably in a developing country context. It is desirable that at least 4 of these years will have been spent working at a senior level with a locally based institution or international organization.
Minimally requires 8-11 years of experience in education, health, behavioral, or social sciences or related field.
A sound understanding of the political, economic, social and cultural environments impacting on agriculture and fisheries and as they impact nutrition; including a clear understanding of the relevant Ethiopia agriculture and nutrition policy framework.
Experience in program planning and management with an emphasis on managing for results
Evidence of sound analytical skills and research skills and experience in managing research also desirable
Excellent oral and written English
Evidence of good interpersonal, networking and communication skills.
Evidence of critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
